韩总统尹锡悦飙脏话吐槽美国国会,外媒刷屏围观:外交失策

因为被媒体拍摄到用脏话吐槽美国国会,韩国总统尹锡悦这几天刷屏外媒,这也令他本人备受批评。

A criticism of US lawmakers by the President of South Korea has gone viral -- after a hot mic picked him up using an expletive.

*Notes:swear在这里是咒骂的意思,swear另外还有宣誓/发誓的意思。expletive意思是“咒骂语”。

当地时间21日,美国总统拜登在纽约主持的“全球基金大会”,他在现场宣布美国提供60亿美元的资金用于公共卫生事业,包括在全球范围内对抗艾滋病、结核病以及疟疾等。但是相关款项需要得到美国国会的批准。尹锡悦出席了这次大会,还与拜登进行了交谈,而吐槽就发生在两人交谈后。

Yoon Suk Yeol appears to have made the remark after meeting US President Joe Biden at a conference for the Global Fund in New York on Wednesday. There, Biden had pledged $6 billion from the United States to the public health campaign, which fights AIDS, tuberculosis and malaria worldwide. The funding would require congressional approval.

韩国媒体MBC在Youtube上的视频画面显示,在与拜登对话后,尹锡悦和随行人员离开现场,边走边讨论。

In a video published by South Korean television broadcaster MBC on its official YouTube channel on Thursday, Yoon can be seen walking along the stage after chatting with Biden before turning to his aides and speaking.

期间,视频中可以听到尹锡悦说,“如果国会的xx们不给批准,那拜登得多丢人啊”……

It would be so humiliating for Biden if these Fxxxers dont pass it in Congress,Yoon was overheard telling a group of aides as they left the event.

目前,该视频依然在平台上可见,截至23日下午观看数量超过500万次,视频下还有数万条评论留言。

The YouTube clip -- which has not yet been taken down -- has been viewed more than five million times since it was uploaded and drawn tens of thousands of comments.

 

CNN报道称,网友开始拿尹锡悦的这句话“开涮”,他使用的不礼貌用语甚至成为了韩国国内门户网站的热搜。

Many social media users have taken to mocking Yoon, while the expletive he used has become a popular search term on the South Korean online portal Naver.

除了网友,外媒也没有放过尹锡悦这次的口无遮拦。CNN说他“咒骂(swear)”,《华盛顿邮报》说他是在“侮辱(insulting)”:

 

报道称,尹锡悦的这段视频很快在韩国“火了”,而他在今年5月才以政坛新人的身份成为韩国总统。此前,他没有参选过,也缺乏外交经验。

Video of the exchange quickly went viral in South Korea, where Yoon took office in May as a political rookie. He has never held elected office before and lacks prior experience in foreign policy.

 

韩国总统办公室则在周四表示,尹锡悦的言论不是针对美国。办公室发言人表示,尹锡悦那句话没提到拜登,而且在韩语里很容易听错混淆。该发言人表示,尹锡悦指的是韩国议会,而不是美国国会。只不过,这番辩解没能平息首尔政坛的不满。

South Korea’s presidential office on Thursday denied that Yoon’s remarks were targeted at the United States. His spokeswoman said Yoon did not mention Biden by name and it was misheard for a similar-sounding word in Korean. Kim Eun-hye, the spokeswoman, also said that Yoon was referring to South Korea’s parliament instead of the U.S. Congress. The justification Kim gave did not impress critics in Seoul.

路透社则报道,“出丑(gaffes)与争议(controversy)”给尹锡悦的联合国与伦敦之行蒙上阴影。

 

 

报道称,一系列的出丑与争议,令尹锡悦的首次出国访问之旅蒙上阴影,导致他的支持率暴跌,乃至其党内也有批评的声音。

A series of gaffes and controversies is overshadowing South Korean President Yoon Suk-yeol's first major overseas tour, sending his ratings plunging and inviting scathing criticism from some lawmakers even within his own party.

本周,尹锡悦受邀出席英国女王伊丽莎白二世的葬礼,随后前往纽约参加联合国大会,这也是他首次美国行,再然后抵达加拿大。

This week, Yoon visited London for the funeral of Queen Elizabeth and then New York in his first U.S. trip to attend the U.N. General Assembly, before arriving in Canada on Thursday.

在伦敦,尹锡悦没能在第一天就向已故女王志哀,官方给出的理由是伦敦当时交通堵塞。而反对党控诉尹锡悦“有辱国家声誉”。

Opposition lawmakers also accused Yoon of "demeaning national prestige" by failing to pay tribute to Queen Elizabeth on his first day in London, for which his office blamed heavy traffic.

在纽约,他们批评尹锡悦没有和美国总统拜登及日本首相岸田文雄召开峰会。

They also criticised Yoon for failing to hold proper summits with Biden and Japanese Prime Minister Fumio Kishida.

而就在他吐槽美国国会之前,他与拜登进行了交谈——然而仅仅持续了48秒,按照计划两人本应展开非正式会谈。尹锡悦办公室表示,由于拜登的行程发生变化,不得不采用了“备用计划”。

Yoon and Biden had planned informal talks in New York, but ended up having just a 48-second chat at the Global Fund. Yoon's office said that was a "Plan B" due to changes in Biden's schedule.

在CNN看来,这些都属于尹锡悦的“外交失策(diplomatic miss-steps)”;而韩国国内反对派显然认为事态更严重,他们指责尹锡悦外交出访是“外交灾难(diplomatic disaster)”。

根据路透社援引民调机构盖洛普周五发布的数据,尹锡悦的支持率已经从上周的33%跌落到28%。

Yoon's approval ratings fell to 28% in a survey by Gallup released on Friday from last week's 33%.
