面对寒潮断电停水怎么办?美市长:“适者生存,弱者毁灭……”

受极地寒流影响,美国南部得克萨斯州部分地区14日夜间开始遭遇冬季风暴,造成路面结冰、道路被封以及大面积停电。突如其来的用电高峰导致电力供应明显不足,加之部分电站发电设备结冰,得州全境多处电网无法正常供电。同时,部分地区从当地时间周二开始出现了断水现象。

A series of severe winter storms over the past few days have left the U.S. state of Texas struggling with massive power outages. The storms have led to freezing temperatures and widespread power blackouts. Some Texans have completely lost access to running water since Tuesday.

监测全美电力供应的网站显示,得州全境15日早晨共有近250万户停电。这一数字在16日升至400万户。得克萨斯州州长阿伯特17日说,得州电网增加了6000兆瓦的供电量,大约可以实现为120万户供电。来自南部核电厂以及火力发电厂的电力也正在输送中,预计可为40万户居民恢复电力供应。

而在供需的极端不平衡下,美国得州电价疯狂飙升。根据管理当地电网的得州电力可靠性委员会(ERCOT)数据,本周早些时候,得州批发电价一度突破了1万美元/兆瓦时,相当于每千瓦时超过10美元,也就是一度电约合人民币65元,与平日电价相比增长了近200倍。

此外,受低温及停电影响,得州食品供应链也受到冲击。全州范围内,一些超市因停电关门,部分居民不得不靠囤积的罐头食品度日。

不过就在此时,得州科罗拉多市市长蒂姆•博伊德却在社交媒体上给处于寒冷断水断电困境中的人群上又添了堵,他声称这种情况下“适者才能生存,弱者将会毁灭。”

As then-mayor of Colorado City, Texas, Tim Boyd wrote an insensitive message for people desperate for heat, water and power, saying "only the strong will survive and the weak will  (perish)."

他写道:“没有人亏欠你或你的家人任何东西!在当前的困难局面下,当地政府也没有责任支持你。要么沉下去,要么撑下去,这是你的选择!各级政府和电力供应商或者其他服务商不欠你们任何东西!对于要救济的人,我感到恶心厌倦。”

"No one owes you [or] your family anything; nor is it the local government's responsibility to support you during trying times like this!" he said. "Sink or swim it's your choice! The City and County, along with power providers or any other service owes you NOTHING! I'm sick and tired of people looking for a d**n handout."



他还称,领取政府救济的行为是“社会主义政府的可悲产物。(sadly a product of a socialist government)”

“底线就是不要再哭哭啼啼的寻求救济了,”博伊德在帖子最后用全大写字母写道,“不要成为问题的一部分,要成为解决办法的一部分。”

"Bottom line quit crying and looking for a handout!!" he said, before finishing off his message in capital letters,"DONT [be] PART OF PROBLEM, BE A PART OF THE SOLUTION!!"

《国会山》网站报道称,这条动态发布在脸书的社区居民私人社群中。CBS则报道称,尽管原帖已被删除,但是其内容还是在社交媒体上广泛传播。博伊德本人因为这些言论备受批评,随后他宣布辞去市长一职。

The comments were reportedly made in a private community Facebook group for city residents. The post was deleted, but circulated widely on social media. Boyd received intense backlash for his remarks and later announced he quit his office in another Facebook message.

“我认识一些遭遇停电的人,有些人因为寒潮死亡或面临濒死,天啊,我甚至不知道该如何表达我的愤怒了。”
 

“所以,让人们自己建发电厂?自己打井吃水?自己打猎捕食?商店已经关门或者限量配给,这位市长却告诉人们要自己解决?”

 
在数小时后的另外一则帖子中,除了声明辞职,博伊德还为自己言论的措辞道歉,不过并不是为言论内容道歉。他还表示,自己的话被断章取义了。

Boyd made another post hours later, stating that he had resigned and wanted to apologize for his language, though apparently not his message, which he said had been taken out of context.

“我这番言论,针对的是那些懒惰不愿意自力更生的人,尽管他们有能力不去领取救济。”

“I was only making the statement that those folks that are too lazy to get up and fend for themselves but are capable should not be dealt a handout,” he said.

CBS新闻网报道称,截至美国时间周三上午,寒潮已经造成至少17人死亡,大约300万户居民和商户停电。

At least 17 people are dead and almost 3 million homes and businesses are still without power in Texas on Wednesday morning after this week's major winter storm.
