3月28日，拜登在白宫新闻发布会上再度回应称，不会收回自己的言论，他不是在表达政策上的变化，只是在表示个人的道义上的愤怒。拜登还表示并不认为这是对俄罗斯的挑衅，也不会为此道歉。
“I'm not walking anything back. But I want to make it clear: I wasn't then nor am I now articulating a policy change. I was expressing moral outrage that I feel and I make no apologies for it.”
