10月31日，外交部发言人赵立坚主持例行记者会。在回应记者提问时赵立坚指出，对外开放是中国的基本国策，“中国决不会走封闭僵化的老路。中国开放的大门只会越开越大（China will not tread the old path of isolation and rigidity and will only open its door even wider to the outside world.）。我们将以高质量发展和高水平开放为全球经济复苏和增长提供可持续动力。”

当天，有记者提问：近日，中国欧盟商会主席伍德克称，中国的发展与全球化密切相关，中国已深深嵌入多国市场，西方很难对华“脱钩”。但他同时也表示，中国某种程度上正在关闭对外开放的大门。发言人对此有何评论？

对此，赵立坚回应表示：
对外开放是中国的基本国策。党的二十大报告明确宣示推进高水平对外开放，指出要提升贸易投资合作质量和水平，稳步扩大规则、规制、管理、标准等制度型开放，营造市场化、法治化、国际化一流营商环境。这充分彰显了中国高水平对外开放的决心，为进一步提升开放水平指明了方向。
Opening-up is China’s fundamental national policy. The report to the 20th National Congress of the Communist Party of China announced that we will promote high-standard opening-up and pointed out that we will improve the level and quality of trade and investment cooperation, steadily expand institutional opening-up with regard to rules, regulations, management, and standards, and foster a world-class business environment that is market-oriented, law-based, and internationalized. This fully demonstrates China’s resolve to advance a high-level opening-up and charts the course for wider openness.

Recently, Assistant Foreign Minister Hua Chunying posted four pictures on Twitter showing figures about China’s opening-up achievement, including China’s ranking as the world’s first in trading, second in FDI use, third in FDI abroad, and having held four CIIEs. Not long ago, China launched 15 policy measures for expanding foreign investment inflow and stabilizing the scale of foreign investment and released the 2022 edition of Catalogue of Industries Encouraged for Foreign Investment. The catalogue stresses that we will continue to boost foreign investment in industries including advanced manufacturing and modern services and competitive industries in central, western and northeastern regions. These measures will further boost foreign investors’ confidence and elevate China’s opening-up. China will not tread the old path of isolation and rigidity and will only open its door even wider to the outside world. Our high-quality development and high-level opening-up will be a sustainable source of impetus for global economic recovery and growth.
