拜登正式宣布！美国对俄罗斯油气出手了

当地时间3月8日，美国总统拜登正式宣布，将禁止美国进口俄罗斯的石油、天然气等能源。

US President Joe Biden on Tuesday announced the imposition of an energy embargo on Russia, banning US imports of oil, liquified natural gas and coal from Russia over its ongoing military operations in Ukraine.

美国白宫官网发布的声明显示，这项行政令的具体内容包括：

• 禁止进口俄罗斯原油和某些石油产品、液化天然气和煤炭；
• 禁止美国对俄罗斯能源部门的新投资；
• 禁止美国人资助或支持在俄罗斯投资能源公司等。

据美国国家公共广播电台（NPR）报道，拜登在当天的讲话中表示，这项禁令是惩罚俄罗斯的关键一步，但也承认，此举将导致美国国内油价飙涨。

Biden called the prohibition a critical step to punishing Russian President Vladimir Putin but said as a result, Americans should be prepared to face further price hikes at the pump.

拜登表示，自从俄罗斯发动军事行动以来，美国加油站的汽油价格“上涨了75美分”。 他补充说：“随着该禁令的实施，油价将进一步上涨。”  

The gas price at the pump, Biden said, "went up 75 cents" since Russia launched the military operations. "With this action, it's going to go up further," he added.

据美国汽车协会的数据显示，8日，全美普通汽油均价创历史新高，达到每加仑4.173美元。该协会的数据显示，汽油均价比一周前上涨了15%，比一个月前上涨了21%。  

The average price for US gasoline hit a record high of 4.173 dollars per gallon on Tuesday, according to the American Automobile Association, whose data showed the price was 15 percent higher than a week earlier and 21 percent higher than a month earlier.

据路透社报道，根据美国能源信息署的数据，2021 年美国平均每月从俄罗斯进口超过 2040 万桶原油和精炼产品，约占美国液体燃料进口量的 8%，预计该禁令将推高已经很高的汽油价格并导致通货膨胀飙升。

The United States imported more than 20.4 million barrels of crude and refined products a month on average from Russia in 2021, about 8% of U.S. liquid fuel imports, according to the Energy Information Administration, and the ban is expected to send already high gasoline prices and inflation soaring.

拜登称，他将继续努力减轻因能源价格上涨给美国家庭带来的压力，并减少美国对外国石油和化石燃料的依赖。美国政府已经承诺在本财年释放超过9000万桶战略石油储备。美国政府也正在与一系列能源生产商和消费者就可以采取的进一步措施进行对话，以确保稳定的全球能源供应。

拜登表示，这个决定是在与美国的盟友和合作伙伴密切协商后作出的，他理解欧洲的一些盟友无法采取同样的行动。

Biden said the US was acting in close consultation with European allies, who are more dependent on Russian energy supplies and who he acknowledged may not be able to join in immediately.

在拜登宣布该禁令同日，欧盟委员会提议，欧盟国家今年削减三分之二从俄罗斯进口的天然气，在2030年前停止从俄罗斯进口化石燃料。提议需所有成员国同意才能生效。

The European Union announced a plan Tuesday to cut its reliance on Russian natural gas by two-thirds this year, and get off Russian fossil fuels entirely by the end of the decade.

Unlike the US, which is a major oil and gas producer, Europe relies on imports for 90% of its gas and 97% of its oil products. Russia supplies 40% of Europe’s gas and a quarter of its oil. 

据路透社报道，在拜登发表讲话前不久，英国宣布正在计划推出一项新的能源供应战略，以在2022年底之前逐步停止俄罗斯的石油进口。

The British government also announced it would phase out imports of Russian oil and related products by the end of the year.
