6月22日，美、俄举行新一轮军控对话。此前，中方已多次表明立场不会参加，但美方仍将中国国旗摆放在谈判桌上，所用的国旗图案甚至是错的。对此，我外交部表示，望美方做好家庭作业别贻笑大方！
据《环球时报》报道，美国军控问题特别代表马歇尔·比林斯利在他的个人社交账号上发布了一张在谈判桌上摆着中国旗子的照片，同时声称“中国失约”。
“China is a no-show,” U.S. Special Presidential Envoy for Arms Control Marshall Billingslea said on Twitter.

路透社报道指出，这条推文图片中的“中国国旗”对应着空荡荡的谈判席，却没有解释旗子是如何布置的，因为中方从没说会参加谈判。
His post included a picture of Chinese flags at empty seats around the negotiating table, with no explanation for how they were placed there when China was never due to attend.
中国外交部军控司司长傅聪就直接在比林斯利的这则推文下留言说：
“太怪异了！没有经过中国的同意就把中国的国旗放到谈判桌上……祝你们谈判好运！但是很好奇你们得有多低级啊？”
The director general of the arms control department at China's Foreign Ministry, Fu Cong, responded: "What an odd scene! Displaying Chinese National Flags on a negotiating table without China's consent! Good luck on the extension of the New START! Wonder how LOW you can go?"

6月23日，外交部发言人赵立坚主持例行记者会，有记者就“中国国旗出现在美俄军控对话会谈判桌上”这一问题提问。赵立坚表示：希望美方个别人能做好家庭作业，加强自身文化修养。不要贻笑大方，让人笑掉大牙！”

其实，这也不是外交部发言人第一次回应相关问题了。美方有关人员的“碰瓷”，月初就开始了。
此前，比林斯利就曾在推特上声称要中方重新考虑无意参加“中美俄三边军控谈判”的决定。对此，外交部发言人华春莹于11日的发布会上表示：
“中方已经多次阐明立场。中方无意参加所谓的中美俄三边军控谈判，这一立场是明确和一贯的。”
“We made clear our position on multiple occasions. China has no intention to take part in the so-called China-U.S.-Russia trilateral arms control negotiations. This position is clear and consistent.”

中国的核力量与美俄不在一个量级，中国参加核裁军谈判的时机远未成熟。拥有最大核武库的国家对核裁军负有特殊、优先责任。当前形势下，美方应积极回应俄方对《关于进一步削减和限制进攻性战略武器措施的条约》的呼吁，并在此基础上进一步大幅削减核武器，为其他核武器国家参加多边核裁军谈判创造条件。”

China's nuclear power is not on the same order of magnitude as that of the US and Russia. It is not yet the right timing for China to participate in nuclear disarmament talks. Owners of the largest nuclear arsenals have special and primary responsibilities in nuclear disarmament.
