During a discussion at the Munich Security Conference on February 14 in Munich, U.S. House Speaker Nancy Pelosi warned nations against doing business with Chinese telecom giant Huawei and called on other nations to work with the U.S. as the globe races to develop 5G networks.

佩洛西宣称，中国正试图通过其电信巨头华为来“输出其数字专制”, “让中国主导5G将是选择专制而非民主”。
她还声称，“各国不能为了经济利益而将电信基础设施割让给中国。” 并强调美国认为华为是国家安全威胁，并限制其与美国公司合作。
"Nations cannot cede our telecommunications infrastructure to China for financial expediency," Pelosi said, noting that the US recognizes Huawei as a national security threat and restricts its engagement with US companies.
对于佩洛西的此番言论，中国全国人大外事委员会副主任委员、前外交部副部长傅莹当场用英语进行了反驳。

傅莹说，中国改革开放40年来，从西方国家引入了各种各样的技术，期间保持着自己的政治体制，并未受到技术的威胁。
“技术是一种工具。中国改革开放40多年以来，引进了各种各样的西方技术，微软、IBM、亚马逊，他们在中国都很活跃。我们的1G、2G、3G和4G，所有的相关技术都来自西方发达国家，然而中国的政治体制并未因此而改变。中国共产党领导的政治体制取得了成功，没有受到技术的威胁。”
"Technology is a tool," Fu Ying, former Chinese deputy foreign minister said. "China, since its reform started 40 years ago, has introduced all kinds of Western technologies — Microsoft, IBM, Amazon — they are all active in China. 1G, 2G, 3G, 4G — all the technology came from Western countries, from the developed world, and China has maintained its political system. The system led by the Communist Party has become successful, not threatened by these technologies."
紧接着，傅莹话锋一转问佩洛西：“
可为什么如果把华为技术引入西方国家的5G，就会威胁政治制度呢？”

在此次慕尼黑安全会议前夕，德国《世界报》12日曾报道，德国执政党基民盟与其姐妹党基社盟通过文件，不禁止中国华为公司参加德国5G网络建设。
而近期，美国的“铁杆盟友”英国和法国，也正式为华为参与本国5G网络建设开了绿灯。
